Garage Door Permit and HOA Approval: What to Check First

By Emil Garage Doors · Published November 2, 2026 · 5 min read · Buying guides

Short answer

Whether replacing a garage door needs a city permit depends on your city or county building department, so ask before you order. A same-size swap is often treated differently from a wider opening, new framing or new wiring. An HOA is a separate approval, and California law requires its decision in writing.

Do I need a city permit to replace a garage door?

There is no single answer for all of California. Permits are handled by the building department of your city or, in unincorporated areas, your county, and the rules differ from one department to the next. We did not find an official page that settles a like-for-like garage door swap for every city, so we will not pretend there is one.

Los Angeles gives one useful clue. The Los Angeles Department of Building and Safety lists window and door change-outs of the same size and type for residential buildings among the work that can get an express permit, which is a permit issued with no plan review. That list does not name garage doors, so a call to your own building department is still the safe step.

Three questions to ask the building department

Does a same-size, same-type garage door replacement need a permit? Does a new opener, or a new outlet for it, need an electrical permit? Is anything else required before the work starts? Write down the name of the person and the date you asked.

Myth: the installer always knows the rule for my city

Fact: a contractor can tell you what usually happens, but the building department decides. Ask your installer in writing who pulls any permit and whether it is in the quote.

Some jobs raise the odds that a permit question comes up. Ask the department about each one that applies:

  • A wider or taller opening than the one you have now
  • New framing or header work around the door
  • A new circuit or outlet for the opener
  • Turning the garage into living space

Myth: if the city needs no permit, I can skip the HOA

Fact: the two are separate. A city permit answers to the building code. An HOA answers to its own governing documents (the CC&Rs), which often cover the style, color and windows of a garage door that faces the street. Read them before you pick a door, and send your request before you order.

For the color side of this, see garage door colors and HOA approval.

Myth: an HOA can take as long as it likes

Fact: California Civil Code section 4765 says an association must give a fair, reasonable and expeditious procedure for architectural decisions. The procedure has to set prompt deadlines and state the maximum time to respond to an application or a request for reconsideration. A decision must be in writing, and if the request is turned down, the written decision must explain why and describe how to ask the board to reconsider.

The section itself does not set a number of days. That number lives in your association's procedure, so find it in the architectural guidelines or ask the management company.

A replacement door and your opener

One rule does not depend on your city. Under Health and Safety Code section 19892, a replacement residential garage door may not be connected to an existing residential opener that lacks a battery backup. Plan for that on a door quote, and read do you need a new opener with a new door. Our new garage door page shows the door types we install.
