Oregon HOA and City Rules for Replacing a Garage Door

By Emil Garage Doors · Published November 2, 2026 · 4 min read · Buying guides

Short answer

Two different groups can have a say: your homeowners association and your city. The HOA decides by its own documents, which often require approval of exterior changes. The city decides whether a permit is needed. Rules vary, so ask both before you order a door. We do not give legal advice.

Quick answers

Do I need HOA approval for a new garage door in Oregon?

Often, if your home is in a planned community with architectural controls. Check your declaration, bylaws and rules, and ask the board for their approval form.

Do I need a permit to replace a garage door in Oregon?

It depends on the city. Pages from Oregon cities describe widening or cutting a new opening as needing a permit, and some exempt replacement where no structural member is replaced. Ask your building department.

Can the HOA tell me which garage door to buy?

An association can only act within its governing documents. Ask for the written rules on color, style and windows before you choose.

Does a new opener need an electrical permit?

That depends on your city and on whether wiring is added. Ask the building department and describe the job.

The full explanation

Do I need HOA approval?

Often yes, if your home is in a planned community. Oregon's Planned Community Act lets a declaration require architectural controls, such as the choice of exterior colors, and a review of plans for structures on a lot. A garage door is a large part of the front of a house, so many associations treat it as an exterior change.

Whether yours does is written in your declaration, bylaws and rules. Ask the board or management company for the current documents and for their approval form.

What does the HOA usually want to see?

Each association is different, so ask. Typical requests are the door style and color, a picture or sample, window pattern and hardware. Ask how long review takes before you order, because a custom door can take weeks to arrive and you do not want to wait twice.

  • A photo or drawing of the new door
  • The manufacturer, model and color
  • The window layout, if any
  • A date for the work

Do I need a city permit?

It depends on the city. Gresham's page for residential projects lists cutting a new window or door opening, or widening an existing one, as work that needs a permit. Forest Grove's page exempts door replacement where no structural member is replaced, with an exception where safety glass is required. A like-for-like replacement is the situation those pages describe as simpler.

Other cities, such as Tigard and Lake Oswego, publish their own pages. Check yours or call the building department before work starts. Say what you plan to change: the door only, the opening size, or the opener wiring.

Does a new opener need a permit?

Gresham's page says permits are required for work on electrical systems, and it does not mention garage door openers by name. If a new opener needs a new outlet or a new circuit, ask the city whether an electrical permit applies. Plugging into an outlet that already exists is a different question from adding wiring, so describe the job when you ask.

Choosing the door

Once you know the rules, choose the door. Steel, composite and wood-look doors all come in colors an association may accept.
