Texas HOA and City Rules for Replacing a Garage Door

By Emil Garage Doors · Published November 2, 2026 · 4 min read · Buying guides

Short answer

It depends on your city and your HOA, so ask both before you order. A city may require a building permit for new exterior doors, and a historic or design district can add approvals. Your HOA may need to approve the style and color. Rules vary by city and by HOA.

Do I need a city permit to replace a garage door?

Cities decide this for themselves, and the answer can change with the type of work. Fort Worth's home improvement brochure says that replacement or addition of exterior doors, windows or burglar bars requires a building permit. It does not name garage doors, so call the city to confirm how it treats yours.

Adding a new opener circuit, widening the opening or changing the framing are bigger jobs that often involve more than one permit. Check your city building department before you order, in Fort Worth, McKinney, Mesquite or wherever you live.

Myth: a same-size door never needs approval

Fact: a city's permit rules and your HOA's rules are separate. Even when the city asks for nothing, your HOA may regulate color, panel style and windows. A permit from the city does not replace HOA approval, and HOA approval does not replace a permit.

Fort Worth's brochure adds that historic and design districts need extra approvals before a permit is issued, and that some districts set requirements for door and window design.

Does my HOA have to approve a new garage door?

Only if your community's governing documents say so, and many do. Read your declaration and the architectural guidelines. They usually list approved styles and colors, and they say how to apply. The rules vary from one HOA to the next, so what a neighbor in another subdivision did does not settle your case.

What if the HOA denies my request?

Texas Property Code Section 209.00505 sets a process for associations with more than 40 lots. If the association denies your application, it must send a notice by certified mail, hand delivery or electronic delivery that explains the reason in reasonable detail and lists any changes that would get it approved. The notice must tell you that you can ask for a hearing within 30 days after it was mailed.

The board must hold the hearing within 30 days after it receives your request, and you must get the date, time and place at least 10 days ahead. The board can affirm, modify or reverse the decision. Read the statute and your documents, and ask a lawyer if you are unsure how it applies to you.

What to send with your request

  • A photo of the current door and the front of the house
  • The manufacturer's name, model, color and window layout
  • A spec sheet or brochure page for the new door
  • The size of the opening, and a note if it will not change
  • A quote or order form that matches what you submitted

A clear package with a brochure page and a color sample leaves the reviewers less to question. See new garage door cost and new garage doors for styles and prices.

Questions people ask

Do I need HOA approval to replace a garage door in Texas?

It depends on your community's governing documents. Many HOAs regulate the style, color and windows of a garage door, so read your declaration and architectural guidelines before you order.

Can a Texas HOA deny a new garage door?

If your documents give it the authority, yes. For associations with more than 40 lots, Property Code Section 209.00505 requires a written denial notice with the reasons and the changes needed for approval.

How long do I have to ask for a hearing after a denial?

The notice must say you can request a hearing within 30 days after it was mailed. The board must then hold the hearing within 30 days after it receives your request.

Does a city permit replace HOA approval?

No. The two are separate. A city permit does not replace HOA approval, and HOA approval does not replace a permit.
